Australian emergency services personnel exposed to asbestos

At least 250 members of Australia’s emergency services personnel in New South Wales have been informed that they could die from exposure to fatal levels of asbestos following emergency response training south of Sydney.

Members of the Urban Search and Rescue (USAR) unit are thought to be at risk. They were told last week they may contract life-threatening illnesses following training on a demolition site at Holsworthy Army Barracks. The site was created to simulate rescues in the event of a terror attack or natural disaster. It has been regularly used by emergency services personnel since 2004.

Some of the emergency services personnel spent up to three weeks at a time crawling through the rubble.

Reports claim that when notified last week, senior personnel were left devastated. It can take decades for asbestos related illnesses to appear and can take up to 30 years before those exposed can be cleared of infection.

In addition to the emergency service personnel, doctors, nurses and hazardous material personnel could also be at a mild risk. Even Morris Iemma, premier of New South Wales, who visited the site has been warned he could be at risk.

According to The Daily Telegraph, a repected Sydney newspaper, it has been established that “No proper tests were done at the site before it became a training ground for hundreds of top-level rescuers in 2004″,”Personnel were kept in the dark for up to a year about the asbestos before being told last week”,”NSW public officials and a host of ministers may have been exposed”,”Ambulance chief Greg Rochford and Mr Mullins have been at the site and must face a health clearance”, and”The Dust Diseases Tribunal is conducting an investigation into the long-term impact the mass exposure could have on emergency services in NSW.”

Air conditioning does not cool in the customer complaints, but do no essential diagnostic equipment, how the failure of the air conditioning is a preliminary diagnosis of what? Medical care for patients in the TCM approach is often used when the pulse, in fact, the automotive air-conditioning fault diagnosis can be as automotive air conditioning pulse. Automotive air conditioning pulse was high and low pressure in the air, the normal opening the hood you can see. We should note launch x431, lexia3, mb star of use.

Check the temperature in the high and low pressure pipes to be set prior to air conditioning to maximum cooling, maximum air flow, blowing straight position, the air circulation, A / C switch. Outlet temperature, according to empirical values about 5 C around the normal. We should pay attention to a few detection techniques, such as launch x431. Support from the hood that electronic fan running while the compressor is also running. If not running, then release the high pressure tube protective cover, gently press the matter with Lee High exhaust thimble, to see if there is a strong coolant overflow, if the failure is that air-conditioning system in the circuit. Strong to overflow if there is no refrigerant, air conditioning tube carefully see whether there is grease all fittings, air-conditioning system if there is proven to be leak points, such repairs may be waste of time, it is likely to maintain a 1, then there would be other Department leakage, it is inevitable. Please be owners on the maintenance of adequate understanding of leakage. Finally remember to protect the cover fastened. Hand-to-high-pressure pipes and low pressure pipe, carefully feel their temperature. In the refrigeration system working under normal circumstances, the normal temperature high-pressure pipe about 50 to between 60 C, which is firmly clenched hand can live for 30 seconds or so longer and can not hold on. Low-pressure tube temperature of about 5 to 6 C between, that is, hand by hand to feel the ice. Failure phenomena are the following: The first is air-conditioned hands felt just high and low pressure pipe line with the normal temperature, but do not feel the car is cool. lexia3 also a very good car detection tools. Sure that the air conditioning refrigeration not a problem. The problem may lie: the temperature of air conditioning systems. Check Heating switch control pull it off, check whether the heating valve closed position. If you can touch the water valves before and after the normal situation should be close to the engine side of the high temperature, low temperature side near the body. If incorrect, adjust the heating switch to the off state, such as cooling water can not be effectively closed the entry of the replacement of heating switch. Temperature, wind board control system. Adjust the temperature knob feel the temperature is changed, if change control board may pull off the wind, such as the loss is adjusted to re-install. Feel the wind outlet volume is large enough, if the wind is a small amount of evaporator block, to be pulled down to clean the evaporator. The second is the touch control air-conditioning, high-pressure pipe hot or hot, of course, not cool low-pressure pipe. This case, the compressor may occur frequently off phenomenon. Especially in the case of high speed engine compressor does not pull. Avoid high-speed operation of the engine can not be a long time, otherwise it will be dangerous. View between the condenser and the water tank and is blocked by dirt. If yes, dirt can be removed. If dirt does not block, then view the refrigerant observation window to see if too much refrigerant. Phenomenon is to see the liquid flow, but do not see any bubbles, then prove excessive filling refrigerant, and need to do a standard for taking the time to add the word. Note: For high-pressure tube overheating, but also see whether the bottom of air conditioner compressor oil, if the limit is that the compressor pressure valve has been damaged, need to replace the compressor. The third is the touch control air-conditioning, low temperature, high pressure pipes, while the low-pressure pipe and high temperature. We must not overlook the use of mb star. This case, is not effective to make compressors for circulating refrigerant may need to replace the compressor. Finally, if the start of air conditioning systems, the two electronic fan while running. But is the air pump does not smoke is very likely to burn the vehicle computer, and can be repaired.

Bank of England governor warns housing market is biggest threat to UK economy

Sunday, May 18, 2014

The governor of the Bank of England, Mark Carney, has warned that the state of the housing market in the United Kingdom is the current biggest domestic threat to the country’s economy, due to lack of house building, and regulatory issues.

In an interview to be aired on Sky News today, he said the housing market is the “biggest risk” to the economy and has “deep, deep structural problems”. Of house building he said: “There are not sufficient houses built in the UK. To go back to Canada, there are half as many people in Canada as in the UK, twice as many houses are built every year in Canada as in the UK and we can’t influence that.”

“We’re not going to build a single house at the Bank of England. We can’t influence that. What we can influence […] is whether the banks are strong enough. Do they have enough capital against risk in the housing market?”

Carney also said the Bank of England would look into the procedures used to issue loans and mortgages to see if they were being granted appropriately: “We’d be concerned if there was a rapid increase in high loan-to-value mortgages across the banks. We’ve seen that creeping up and it’s something we’re watching closely.”

Kris Hopkins responded to Carney on behalf of the government, saying the government “inherited a broken housing market, but our efforts to fix it are working”. “We’ve scrapped the failed top-down planning system, built over 170,000 affordable homes and released more surplus brownfield sites for new housing. We’ve also helped homebuyers get on the housing ladder, because if people can buy homes builders will build them. Housebuilding is now at its highest level since 2007 and climbing. Last year councils gave permission for almost 200,000 new homes under the locally-led planning system and more than 1,000 communities have swiftly taken up neighbourhood planning. It’s clear evidence the government’s long-term economic plan is working.”

Earlier this month, the Organisation for Economic Co-operation and Development called on the UK government to “tighten” access to the ‘Help to Buy’ scheme introduced by George Osborne and the coalition government in 2013. ‘Help to Buy’ has also recently been criticised by three former Chancellors of the Exchequer — the Conservatives Norman Lamont and Nigel Lawson, and former Labour Chancellor Alistair Darling. Darling said: “Unless supply can be increased substantially, we will exacerbate that situation with schemes like Help to Buy.”

Washoe “the signing chimp” dies

Thursday, November 1, 2007

Washoe, a chimpanzee that became famous for being taught to use American Sign Language (ASL), has died at the age of 42. Washoe was the first chimpanzee to learn sign language, although whether or not Washoe’s and many other great apes’ communication is actually language is still a subject of controversy.

In the early 1960s, attempts to teach apes to speak had consistently failed. Allen Gardner and Beatrix Gardner hypothesized that this was due to physical constraints on the vocal apparati of the apes rather than a lack of brain power. To test their hypothesis, in 1966 they took the baby Washoe and began to teach her sign language which turned out to be successful; Washoe learned over 250 symbols from American sign language, and other researchers quickly began to make similar experiments with other chimpanzees and great apes.

However, later work by Herbert Terrace suggested that the behaviour of Washoe and others was, to a large extent, imitating the researchers rather than spontaneous. Furthermore, Washoe and other chimpanzees never learned how to use grammar or how to construct recursions, two things which many linguists point to as unique aspects of language. Later attempts to have chimpanzees learn by observation as human infants do have also been successful, but there are still no signs that they have learned grammar. Some linguists such as Noam Chomsky have suggested that humans have specialized areas of the brain devoted to processing language and that we are hardwired to do so. Such hypotheses explain why apparently intelligent apes are unable to form language.

This is the second death this year of an animal famous for possibly learning language. In September 2007 Alex the Grey Parrot, who had learned to speak a variety of words and distinguish colors and shapes, died after a protracted illness.

When Washoe and other apes who had learned ASL interacted with each other, they used ASL to communicate.

Washoe spent the last few years of her life at Central Washington University at the Ellensburg campus.

A memorial service is planned for Washoe for November 12, 2007. Details will be made available from “Friends of Washoe,” a non-profit organization.

Playing with Baby Toys to Promote Baby Sensory Ability

by

tonysteve

As is known to all, toys are the tools of game and the games can not be separated from the toys, playing with game is the nature of the babies and kids, toys are the material premise of games and kids can not play with games without toys. Friedrich Froebel, the father of early childhood education in the world, once considered kids toys as the benediction for children and then he designed a series of toys specifically for baby development.

Maria Montessori, the famous Italian educator, said the essence of children work is playing game and toys are children playing\’s important materials. If there are too many toys, children can get lots of pleasure from the playing process, if there are too many toys, children can get lots of interests and concentrate on learning. All in all, the supply and applications of kids toys are directly related to the effect of children\’s learning. In fact, according to the history of Chinese and foreign pre-school education, it clearly finds that people who pay more attention on the pre-school education also pay more attention on the value of educational toys. The contemporary pre-school education research and practice has fully proved that kids toys play an irreplaceable role in baby cognitive development process. Perception is the main way for baby to learn the external world and increase knowledge. At the early time, the language competence of baby is too weak and they get the information about the outside world through feeling. Among all the things in the daily life, kids toys are more likely to stimulate baby\’s all sense organs because of vivid and exaggerated image, bright colors. During the process of playing with toys, baby can touch all toys made from different materials via eyes, nose, hands and ears, which enhance the sensitivity and insight to promote the improvement of the perception. Under such circumstance, parents should put too many kids toys with different colors, different sizes and different shapes at home for children to play. In addition, during the process of contacting with baby toys, parents should strengthen the guidance to increase baby perception. For example, parents can ask baby to touch the cloth toys, silk toys and plastic toys and then let them tell the feelings.

Cleveland, Ohio clinic performs US’s first face transplant

Thursday, December 18, 2008

A team of eight transplant surgeons in Cleveland Clinic in Ohio, USA, led by reconstructive surgeon Dr. Maria Siemionow, age 58, have successfully performed the first almost total face transplant in the US, and the fourth globally, on a woman so horribly disfigured due to trauma, that cost her an eye. Two weeks ago Dr. Siemionow, in a 23-hour marathon surgery, replaced 80 percent of her face, by transplanting or grafting bone, nerve, blood vessels, muscles and skin harvested from a female donor’s cadaver.

The Clinic surgeons, in Wednesday’s news conference, described the details of the transplant but upon request, the team did not publish her name, age and cause of injury nor the donor’s identity. The patient’s family desired the reason for her transplant to remain confidential. The Los Angeles Times reported that the patient “had no upper jaw, nose, cheeks or lower eyelids and was unable to eat, talk, smile, smell or breathe on her own.” The clinic’s dermatology and plastic surgery chair, Francis Papay, described the nine hours phase of the procedure: “We transferred the skin, all the facial muscles in the upper face and mid-face, the upper lip, all of the nose, most of the sinuses around the nose, the upper jaw including the teeth, the facial nerve.” Thereafter, another team spent three hours sewing the woman’s blood vessels to that of the donor’s face to restore blood circulation, making the graft a success.

The New York Times reported that “three partial face transplants have been performed since 2005, two in France and one in China, all using facial tissue from a dead donor with permission from their families.” “Only the forehead, upper eyelids, lower lip, lower teeth and jaw are hers, the rest of her face comes from a cadaver; she could not eat on her own or breathe without a hole in her windpipe. About 77 square inches of tissue were transplanted from the donor,” it further described the details of the medical marvel. The patient, however, must take lifetime immunosuppressive drugs, also called antirejection drugs, which do not guarantee success. The transplant team said that in case of failure, it would replace the part with a skin graft taken from her own body.

Dr. Bohdan Pomahac, a Brigham and Women’s Hospital surgeon praised the recent medical development. “There are patients who can benefit tremendously from this. It’s great that it happened,” he said.

Leading bioethicist Arthur Caplan of the University of Pennsylvania withheld judgment on the Cleveland transplant amid grave concerns on the post-operation results. “The biggest ethical problem is dealing with failure — if your face rejects. It would be a living hell. If your face is falling off and you can’t eat and you can’t breathe and you’re suffering in a terrible manner that can’t be reversed, you need to put on the table assistance in dying. There are patients who can benefit tremendously from this. It’s great that it happened,” he said.

Dr Alex Clarke, of the Royal Free Hospital had praised the Clinic for its contribution to medicine. “It is a real step forward for people who have severe disfigurement and this operation has been done by a team who have really prepared and worked towards this for a number of years. These transplants have proven that the technical difficulties can be overcome and psychologically the patients are doing well. They have all have reacted positively and have begun to do things they were not able to before. All the things people thought were barriers to this kind of operations have been overcome,” she said.

The first partial face transplant surgery on a living human was performed on Isabelle Dinoire on November 27 2005, when she was 38, by Professor Bernard Devauchelle, assisted by Professor Jean-Michel Dubernard in Amiens, France. Her Labrador dog mauled her in May 2005. A triangle of face tissue including the nose and mouth was taken from a brain-dead female donor and grafted onto the patient. Scientists elsewhere have performed scalp and ear transplants. However, the claim is the first for a mouth and nose transplant. Experts say the mouth and nose are the most difficult parts of the face to transplant.

In 2004, the same Cleveland Clinic, became the first institution to approve this surgery and test it on cadavers. In October 2006, surgeon Peter Butler at London‘s Royal Free Hospital in the UK was given permission by the NHS ethics board to carry out a full face transplant. His team will select four adult patients (children cannot be selected due to concerns over consent), with operations being carried out at six month intervals. In March 2008, the treatment of 30-year-old neurofibromatosis victim Pascal Coler of France ended after having received what his doctors call the worlds first successful full face transplant.

Ethical concerns, psychological impact, problems relating to immunosuppression and consequences of technical failure have prevented teams from performing face transplant operations in the past, even though it has been technically possible to carry out such procedures for years.

Mr Iain Hutchison, of Barts and the London Hospital, warned of several problems with face transplants, such as blood vessels in the donated tissue clotting and immunosuppressants failing or increasing the patient’s risk of cancer. He also pointed out ethical issues with the fact that the procedure requires a “beating heart donor”. The transplant is carried out while the donor is brain dead, but still alive by use of a ventilator.

According to Stephen Wigmore, chair of British Transplantation Society’s ethics committee, it is unknown to what extent facial expressions will function in the long term. He said that it is not certain whether a patient could be left worse off in the case of a face transplant failing.

Mr Michael Earley, a member of the Royal College of Surgeon‘s facial transplantation working party, commented that if successful, the transplant would be “a major breakthrough in facial reconstruction” and “a major step forward for the facially disfigured.”

In Wednesday’s conference, Siemionow said “we know that there are so many patients there in their homes where they are hiding from society because they are afraid to walk to the grocery stores, they are afraid to go the the street.” “Our patient was called names and was humiliated. We very much hope that for this very special group of patients there is a hope that someday they will be able to go comfortably from their houses and enjoy the things we take for granted,” she added.

In response to the medical breakthrough, a British medical group led by Royal Free Hospital’s lead surgeon Dr Peter Butler, said they will finish the world’s first full face transplant within a year. “We hope to make an announcement about a full-face operation in the next 12 months. This latest operation shows how facial transplantation can help a particular group of the most severely facially injured people. These are people who would otherwise live a terrible twilight life, shut away from public gaze,” he said.

Hunter says he caught ‘Bigfoot’ on camera

Monday, October 29, 2007

A hunter from Pennsylvania says that he managed to snap photographs supposedly of the legendary Bigfoot, but this one is said to be a juvenile.

Rick Jacobs says that he snapped the pictures in September of 2007 when he set up an automatic camera in a tree in the Allegheny National Forest in northwest Pennsylvania for hunting deer. Bait was used to attract animals which consisted of a “aromatic deer attractant” and various mineral in the form of a block that the deer would lick. Jacobs says that he will not reveal the exact location of where the image was taken because he believes hunters and tourists will flood the area in an attempt to get a glimpse of it.

The Bigfoot Field Research Organization says that the photo is of a Bigfoot, but they state that this one appears to be very young. On their website they list the discovery as an “Unclassified primate?”

In all, three images were captured. The first image is of bear cubs, and in the second and third images are what appears to be a “juvenile sasquatch.” Some say that it is likely a bear. There are several minutes, at least 30-35, from the time the bears left to when the unidentified animal arrived. The animal appears to have two arms and two legs, but appears to walk hunched over, with its knuckles dragging on the ground.

“We are seeking comparative images of a skinny, mangy bear, bent over and smelling the ground, as you see in this image. The people we have spoken with so far who have spent a great deal of time with both primates and bears (mainly zoologists) say this figure looks much more like a primate smelling the ground than like a skinny bear smelling the ground,” said a statement posted on the organization’s website.

The organization states that the images are being examined by experts in Canada and the United States and that more information will be available in a few days.

Despite the organization’s claim, the Pennsylvania Game Commission says that they have seen this before and it appears to be a bear with a possible skin disease.

BC design club president comments on Olympic mascots; sales brisk

Wednesday, December 5, 2007

Wikinews recently spoke with Mark Busse, president of the BC Chapter of the Society of Graphic Designers of Canada, to find out what his organization’s views are of the 2010 Winter Olympic and Paralympic mascots, Miga, Quatchi, and Sumi.

Many people love them. Obviously some don’t. Kids seem to adore them. But as a professional designer, I am trying to keep an open mind and try to consider the big picture and audience before judging them too quickly.

The mascot design was a very difficult problem for the VANOC 2010 planning committee — and a very important project with lots at stake. Unlike during the original logo competition, VANOC chose to not engage in an open, speculative contest, but rather came to the Society of Graphic Designers for assistance and guidance, followed our recommendations and engaged in a thorough, thoughtful, fair and comprehensive design competition and process. They had our full cooperation and support and we encouraged all GDC members to participate.

I would have likely designed something different, although I had suggested using BC mythology, such as a Sasquatch, to capture the imagination of a predominantly young international audience. But I think the result of VANOC’s careful design process is a solution that captured BC’s spirit, culture, attitude, geography, wildlife, athleticism — even mythology — in a clever and friendly way. Quatchi, Miga and Sumi are respectful of BC aboriginal heritage without alienating all Canadians.

While the products at HBC stores of the mascots have been flying off the shelves, many have bashed the designs for having “too much” of a Japanese influence. As of 2001, 1.5% of Vancouverites were Japanese heritage, and 29.9% were of Chinese descent. Vancouver’s Chinatown is one of the largest historic Chinatowns in North America, and Japan has had diplomatic relations with the city since 1930.

This is the first time the Olympic and Paralympic mascots have been unveiled at the same time.

Busse is also a partner and the design director at Industrial Brand Creative, a design firm in the province. He is co-chair of Graphex ’08, a design exhibition at the Emily Carr Institute, which “showcases the best cultural, social and business communications in Canada.”
