U.S. Senate debates raising national debt ceiling

The U.S. Senate is debating the 2007 budget this week, dealing with, among many things, controversial issues such as the oil drilling in Alaska, raising the national debt ceiling, and an amendment that would fund $1.5 million dollars to veterans’ health-care. The Senate is also considering budget measures over an amendment that would increase funding for local and state law enforcement to combat methamphetamine.

The national debt ceiling is supposed to prevent the U.S. public debt from growing to excessive amounts. If the national debt grows to reach beyond a previously budgeted ceiling level, branches of government are shut down and provide only limited services. The shut down force a reduction in spending. The measure is meant to prevent excessive amounts of national debt from occurring. Rather than letting the level of national debt approach that ceiling, it is typical practice within the U.S. Congress to raise the national debt ceiling annually.

The $781 billion increase asked for this year is the fourth hike request in the last five years. Bush administration budgets have pushed debt ceiling increase request to a level of 46% higher over five years, a $3 trillion increase.

Senator Judd Gregg, Budget Committee Chairman, argued in favor of increasing the ceiling, citing growths in the economy under the Bush administration. Kent Conrad, ranking Democrat member of the Budget Committee, rebutted that the economy has not been recovering as well as it has been after World War II and six other similar recovery periods, and that the economic period after World War II averaged 3.2% in growth.

A “PAYGO” amendment by Conrad Burns would have required offsetts for any new spending beyond the original resolution. It failed, needing 51 votes, but receiving 50. Lincoln Chafee’s amendment would increase funding by $2 billion for the Americans with Disabilities Act.

Mario Lopez favored to win Dancing with the Stars

Mario López is favored to win the third season of American television series Dancing with the Stars, with 3:1 odds of winning, but close on his heels is actress Vivica Fox, with four-to-one odds. López is perhaps best known for his role on Saved by the Bell, and currently stars on soap opera The Bold and the Beautiful. Gambling site BetBet released odds on its website recently.

Monique Coleman (High School Musical), Joey Lawrence (Blossom), and Harry Hamlin (Clash of the Titans), each with six-to-one odds. Hamlin’s wife, Lisa Rinna, was a contestant in the second season of the series. Singers Willa Ford and Sara Evans each rank 8:1.

It is unknown how the firm decided the competitor’s odds; none of this year’s dancing has been previewed publicly, let alone for the press.

Dancing with the Stars enters its third season on September 12, at 8pm, with a two-hour season premiere. The series was a surprise hit for ABC, who added the program as a summer filler, with no large hopes for its success. Based on the British series Strictly Come Dancing, the series has been produced in 20 countries.

There is also the fear of slipping on the bathroom floor or tripping over decorative bathroom knick-knacks. With a few bathroom modifications, such as adding a barrier free shower, you can make your bathroom more handicap accessible. The modified bathroom can be used by handicapped family members independently without requiring much help from caregivers. This offers them privacy and a comfortable bathing experience.

Regular bathtubs are also tough to navigate for people with diminished motor abilities and they need specially designed tubs such as ADA (Americans with Disability Act) compliant tubs for safety and ease of use.

Features of ADA compliant tubs

Grab rails: Strong grab rails which enable the user to hold on to them while getting in or out of the tubs are mandatory. These grab rails are secured to the wall and are designed to support the full weight of the person. The grab rails are fixed at angles that make it convenient for the user to hold on easily. ADA guidelines strongly recommend the presence of grab rails in all bathtubs for handicapped or elderly people.

Seating: The seating should be provided such that users can lower themselves into the bathtub and make their way out of it easily. Ample amount of space should be left between the bathtub and the seating area. This seat is fixed securely to prevent slipping.

Showerheads: ADA suggests the use of detachable showerheads that could be used as hand showers. This would help the user to shower without having to move from his secure position when he/she is seated. A shower without seating is a potential ground for injuries as the chances of slipping are quite high.

Controls and faucets: The controls and faucets should be within the easy reach of the user. They should be able to operate these from their seating area in the tub. They shouldn t be complicated to operate and should be designed keeping the limitations of the end user in mind. Extendable hoses make it convenient for the user to reach all body parts without a struggle.

Other options you can consider

If you do not have sufficient space to fit in an ADA compliant bathtub in your bathroom, there are other alternatives you can consider. Installing a barrier free shower can be the first step towards a more secure bathroom. This kind of shower comes without the curb that generally restricts easy movement in case of the elderly and the handicapped. This curb-less shower can be used independently as it does not have an obstacle. It is wheelchair-friendly allowing the person to wheel himself in and out of the shower easily.

While a barrier free shower is widely recommended, the trickling of water onto the bathroom floor can pose safety threats. The lack of a curb enables easy flow of water onto the outside floor and this problem can be solved using ramps or collapsible water dams that curb the flow of water. Once you ensure that there is no water flowing outside, the shower stall can be used safely.

Magnitude 6.3 earthquake hits New Zealand’s South Island; dozens dead

A magnitude 6.3 earthquake struck the South Island of New Zealand at 12:51 PM local time on Tuesday (Monday 23:51 UTC). At least 75 people have been killed by collapsing buildings in central Christchurch, with more feared. Mayor Bob Parker said 55 bodies had been identified and there were a further 20 unidentified bodies. The spire of the iconic Anglican ChristChurch Cathedral has fallen and rubble is strewn throughout the central business district. Roads and carparks have cracked and lifted, and two buses are reported to be crushed under the bus exchange. Pools of mud have erupted due to burst water mains and liquefaction. Boulders and falling cliff faces have destroyed buildings on hillside suburbs. Fears for the safety of nearby towns Lyttelton and Akaroa are exacerbated due to communication problems.

The earthquake was centred near Christchurch, at a depth of five kilometres, according to the United States Geological Survey. Unlike previous quakes in the region that caused no fatalities, Tuesday quake was shallower and closer to the central city and the damage was much worse. Condemned buildings, weakened by last year’s widespread earthquakes, were destroyed. Some aftershocks have occurred in the area after the earthquake. The largest so far was a magnitude 5.6 which occurred at 7:04 p.m. February 21 EDT (1:04:18 p.m. local time, February 22).

Mayor Bob Parker has stated that as many as 25 major buildings in the city are destroyed. Urban Search and Rescue efforts are focussed on people trapped in the remains of Canterbury Television and Pyne Gould Corporation office buildings. The historic Cathedral of the Blessed Sacrament in Christchurch has half collapsed, while the old Canterbury Provincial Chambers building, Piko Wholefoods, and a church on Durham Street have been destroyed.

The earthquake also caused an estimated 30 million tons of ice to break off of the Tasman Glacier forming icebergs in a lake near its foot. Tourists on boats at the time of the quake say waves of 3.5 meters swept the lake for at least 30 minutes following the event. The glacier sits on the country’s west coast, approximately 120 miles (200km) from Christchurch. No injuries were reported.

Many people are trapped in damaged buildings or under rubble, but emergency services have been hampered by gridlock as motorists and pedestrians evacuated the CBD. The main hospital remains operational despite one damaged ward being closed, and three triage centres have been set up to provide medical aid. Several hundred delegates attending a medical conference in the city, the great majority from Australia, have been trapped in the city; some of these are assisting with tending to the injured.

Electricity, telephone services, and traffic lights suffered widespread outages. Orion and Telecom are attempting to assess the damage, and generators have been sent down from Auckland to replace the backup generators in the city. Civil Defence is mounting a response with all available national resources, and Cabinet is holding an emergency session. Speaking to Radio New Zealand, Mayor Bob Parker said he was “thrown quite a distance”, that there were scenes of “great confusion” on the streets, and that the quake was “as violent as the one that happened on the 4th of September”. The emergency telephone code, 111 was not working for the entire region of Southland, New Zealand but is apparently stable as of approx. 4 pm NZDT. Christchurch Airport is currently closed to all but emergency flights. Speaking after the earthquake, Bob Parker said at least 200 people are believed trapped under rubble, saying that New Zealand are “going to be presented with statistics that are going to be bleak”.

Jawbone found in Aruba is not Natalee Holloway’s

A jawbone found in Aruba is not that of missing American Natalee Holloway, who was a recent high school-graduate at the time of her disappearance. Officials confirmed the news after Dutch scientists completed tests on the bone. The jawbone, which also had a wisdom tooth with it, was found by an American tourist close to the Phoenix Hotel. A second bone had also been found by another tourist earlier this month.

The bone was sent to the Netherlands Forensic Institute where scientists completed tests. They compared the bone to dental records given to them by Natalee’s father, from which they confirmed the the bone was not that of Natalee, although it was human. It was said to be unlikely that the bone was Holloway’s as there is no physical evidence that she was murdered.

Beth accepts the forensic conclusions, is emotionally exhausted from the inexplicably long wait, and deeply disappointed in the time and manner in which she learned of the results.

Taco Stein, the Aruban Solicitor General, released a statement after the announcement was made. He commented on the speed of the identification; he said that they had quickly ruled out Holloway because her records had shown that she had her wisdom teeth previously removed.

Tim Miller, the Director of the Texas EquuSearch, released a statement after talking to Natalee’s father. He said “Dave [Natalee’s father] has been in contact with Aruban authorities and spoke with FBI this morning, the agent working the case. Dave believes it is Natalee.”

An attorney for Natalee’s mother, Beth Twitty, released a statement saying “Beth accepts the forensic conclusions, is emotionally exhausted from the inexplicably long wait, and deeply disappointed in the time and manner in which she learned of the results.” He commented on the Aruban authorities saying that “Apparently Aruban prosecutors were more sensitive to media concerns than the painful vigil of a mother.”

Natalee Holloway disappeared on the island in 2005 while on a school trip. She was last seen leaving a nightclub with three men, one of which was later identified as Joran van der Sloot. Van der Sloot was detained twice by police but has never been charged with Holloway’s disappearance. He is currently in Peru facing a different murder charge. Aruban authorities have said that they are checking neighboring islands to find a match for other missing persons.

The Irish Paddy Power brokers has 11/4 odds with the Canadian Cardinal being chosen as Pope. Bwin has Ouellet becoming the next Pope with odds at 7/2. British SportingBet also has odds for Ouellet at 7/2.

British Ladbrokes has Nigerian Cardinal Francis Arinze with 7/2 odds.

SkyBet has the betting odd for Ghanian Cardinal Peter Kodwo Appiah Turkson at 7/2, its best odds for any potential Papal candidate. BetVictor also has the best odds on Turkson with 5/2. Stan James has the best odds for Turkson at 3/1. You Win has odds for Turkson at 5/2.
