This past Sunday, Illinois Governor Pat Quinn signed into law a bill known as “Rocky’s Law” that requires Illinois high schools, through the local school district, to buy catastrophic injury insurance up to US$3 million or medical costs for up to five years, whichever one comes first, that covers student athletes. The insurance must cover student athletes while they are competing.

The legislation was named after Rasul “Rocky” Clark. In 2000, the Eisenhower High School football player became paralyzed from the waist down as a result of a tackle during a game. His school based health insurance covered the costs of his medical treatment. A legislator sponsoring the bill noted that the need for this type of insurance is rare. Clark’s mother attended the legislation signing. Her son died last year.

Before parents can claim money from school insurance, they first must pay out US$50,000. Schools have until January 1, 2014 to comply with the law. Schools cannot charge students more than US$5 to defray the cost of insurance. If a school district already requires student to be covered through private health insurance, they are exempted from this law.

Following the Pilkhana massacre which occurred February 25 and 26 leaving 74 dead and the inferno at the Bashundhara City shopping mall complex March 13 leaving seven dead, Prime Minister Sheikh Hasina said security measures are being tightened countrywide across Bangladesh.

Fire drills will be enacted at all key-point installations (KPI). Fire fighting systems will be examined by the fire brigade and the public works department (PWD) to ensure functionality. Security measures will be enhanced supplementing areas under private security such as at the Bashundhara City Complex.

The Fire Service and Civil Defence Department requires modernization and needs new equipment to fight fires past the sixth floor of buildings. The Fire Brigade says it needs turntable ladders, snorkels, foam-tenders, lighting units, emergency tenders, fireproof uniforms, and rescue ropes for fire fighting and rescue operations. Transportation to fires is also an issue due to narrow roads, low electrical wires and congestion.

The Bangladesh National Building Code requires fire fighting equipment installed in buildings over seven floors. This code is to be monitored by authorities to ensure compliance with the new guidelines and to make sure buildings are being maintained.

The Bashundhara City Complex opened Monday for shoppers two days after Friday’s blaze. A probe is underway to determine the cause of the fire and to assess structural damage.

Loss of life was minimized as the blaze broke out on a Friday, the beginning of the weekend in Bangladesh, so offices in the upper floors were empty. The lower eight floors are used for shopping and the upper floors are all Bashundhara Group offices.

The mall is valued at Tk 7.0 billion (US$100 million). It is not known if the complex is covered by fire insurance.

It is estimated that it will take over two years to rebuild the area damaged by flames which were burned down to a skeleton. Bashundhara City’s technical advisor, Latifur Rahman, estimated damages at Tk 2.0 billion (US$29m).

Only one television cameraman has been allowed in to film the burnt area. None of the 2,500 shops, cinemas or cafes were burnt by the inferno. The seventh and eighth floors still experience smoke damage, and there was water damage to merchandise.

A three member committee is currently investigating the cause of the fire which will consist of Iqbal Khan Chowdhury, joint secretary of the ministry, representatives of the police, IGP Noor Muhammad, and fire brigade, Director General Abu Nayeem Md Shahidullah. The committee is required to report within the week with their findings. The forensics department is also sifting through the burnt remains.

The Dhaka Chamber of Commerce and Industries has also formed a committee which has begun interviewing witnesses and recording their testimony alongside the government committee.

It has been discovered that 150 closed circuit cameras were not being used when the fire started. Another mystery is why the mall fire fighting system has been found unused.

“In the shopping mall there is an ultra-technology elevator which runs even without electricity but we have found that locked,” Iqbal Khan Chowdhury, joint secretary (Police) of the home ministry, said. “Why the fire burnt so fiercely is a matter to think. Mall management has been asked to submit substances and items which would have been in the upper floors when the fire started. The fire erupted on the 17th floor and spread quickly to the two floors above and engulfed the three floors below. The aerial ladders belonging to the Fire Service and Civil Defence reached as high as the 13th floor of the 21-storey building.

Videos have been sent to the United States (US) for examination to assist in determining the cause of the fire and to help in the damage assessment. Experts from the US are expected to arrive soon.

Firefighters were brought to the rooftop of the 20-storey tower by helicopter. The only fatality in this operation was Baki Billa, a firefighter of Bashundhara City firefighting department, who fell when climbing down a rope from a helicopter to the roof of the building. Three other firefighters made the transition safely. At this same time, the chief security officer was safely rescued by the Bangladesh Air Force helicopter, a Bell 212. Six security officers of the complex also lost their lives.

Bilawal Bhutto, son of Benazir, to assume leadership of PPP

It has been announced that Bilawal Bhutto Zardari, 19, the son of former Pakistani Prime Minister Benazir Bhutto will take her place as the head of the Pakistan People’s Party (PPP) and lead the party alongside his father Asif Ali Zardari. It is also announced and confirmed that the PPP along with the Nawaz Sharif’s Pakistan Muslim League-Nawaz (PML-N), will contest the upcoming elections for a new Prime Minister on January 8.

“I stand committed to the stability of the federation. The long and historic struggle for democracy will continue with renewed vigor. My mother always said democracy is the best revenge,” said Bhutto in a statement during a press conference today.

It is reported that Benazir wanted her son to take her place if anything happened to her, according to her will which was written just two days before she returned to Pakistan from exile in October.

It has also been announced that the PPP has voted in favor of a resolution that calls for an investigation into Benazir’s assassination which will be given to the United Nations. The resolution says that they would like the United Kingdom to help with the investigation, and that the PPP does not trust any investigations performed by the government of Pakistan.

Despite Bhutto being the new head of the PPP, Zardari says that Mukhdoom Amin Fahim, a loyal party member, will run in any elections for a new Pakistani Prime minister. But his bid for the seat may have to wait.

The current ruling party in Pakistan the PML-Q party states that because of continuing violence and riots in Pakistan that were set off by Benazir’s assassination, elections may not be held for another three months or more. So far, elections are scheduled to take place on January 8, 2008.

Asif Ali Zardari is expected to handle the Party’s affairs until Bhutto returns from England, where he is currently in school studying in Christ Church, at the University of Oxford. When he returns, control of the Party will be handed over to him. Despite that, Zardari states that he will be answering questions from the media and politicians because Bhutto is still “of a tender age.”

Salmonella outbreak sickens over one thousand in United States

Over 1000 cases of illness have now been identified in a foodborne salmonellosis outbreak that began in mid-April 2008 in the United States.

As of July 8, the Centers for Disease Control and Prevention (CDC) has reported 1013 confirmed infections throughout the United States, along with four cases in Canada. 203 hospitalizations have been linked to the outbreak. It has caused at least one death, and it may have been a contributing factor in another. The pathogen responsible is the rare Saintpaul strain of Salmonella enterica.

Nearly half of the reported illnesses were in Texas and New Mexico. According to unnamed sources close to the investigation, most illness clusters in the outbreak involve Mexican restaurants. Illness clusters in the hard hit state of Illinois were publicly identified by local health departments as involving three Mexican restaurants.

The CDC is in the process of investigating the outbreak and trying to identify the contamination’s point of origin. The U.S. Food and Drug Administration (FDA) currently suspects that the contaminated food product is an ingredient in fresh salsa, such as fresh jalapeño pepper, fresh serrano pepper, fresh cilantro, or certain types of raw tomato.

Some produce industry insiders doubt that fresh produce is to blame for the outbreak. They point to the absence of Salmonella on all of the tested produce samples to date, as well as divergent results from produce tracebacks. They also say that the extended time frame of new sicknesses makes it unlikely that either raw tomatoes or fresh jalapeños, the government’s two main suspects, could be responsible. Will Steele, President and CEO of Frontera Produce, said that “the outbreak is probably related to processed goods and they’re looking in the wrong closets.”

Steele’s Texas based company has been forced to hold shipments of fresh jalapeño peppers after loads of produce were repeatedly flagged by the FDA for testing. Although independent testing of both loads showed no sign of Salmonella, the peppers are still on hold until the FDA finishes its own testing of the second load flagged on July 1st. “There are still no results,” Steele says. “The salability of that produce in two to three days is gone. We ceased harvesting. There is no sense in bringing in more product and having it rot.”

Steele, like others in the produce industry, believes that the FDA should be focusing on processed produce instead of fresh produce. “Methodology is backward,” he says. “FDA is reaching for answers. You can’t tie jalapeño pepper shipped on June 30 back to April 10.”

Still, the FDA and the CDC consider testing of fresh jalapeños and other fresh produce a high priority. The CDC writes that “the accumulated data from all investigations indicate that jalapeño peppers caused some illnesses.”

The FDA is cautioning that people who would be in the most danger if infected with Salmonella (infants, the elderly, and those with compromised immune systems) should avoid eating the suspected types of produce listed on their website.

Former head of Royal Bank of Scotland Fred Goodwin to reduce pension

Sir Fred Goodwin, the former head of Royal Bank of Scotland has said he will reduce his pension by up to £200,000 a year, leaving him with approximately £350,000 a year.

He has been heavily criticised for receiving a large pension, while being blamed for contributing to RBS’ recent issues, which is now owned mainly by the UK government, after a £20 billion bailout last autumn. RBS has previously threatened legal action to recoup some of the money.

In October 2008, Goodwin agreed to a deal with the bank that allowed him to take his whole pension of £703,000 a year. There was no penalty for claiming it early, at the age of 50. Both the board of RBS and the UK government were criticised for failing to do more to prevent Goodwin gaining such a large pension.

Police report drug haul seizure worth up to £30 million in Brownhills, England

Police in the West Midlands in England today said nearly 200 kilograms worth of drugs with value possibly as great as £30 million (about US$49 million or €36 million) has been seized from a unit in the town of Brownhills. In what an officer described as “one of the largest [seizures] in the force’s 39 year history”, West Midlands Police reported recovering six big cellophane-wrapped cardboard boxes containing cannabis, cocaine, and MDMA (“ecstasy”) in a police raid operation on the Maybrook Industrial Estate in the town on Wednesday.

The seized boxes, which had been loaded onto five freight pallets, contained 120 one-kilogram bags of cannabis, 50 one-kilogram bags of MDMA, and five one-kilogram bricks of cocaine. In a press release, West Midlands Police described what happened after officers found the drugs as they were being unloaded in the operation. “When officers opened the boxes they discovered a deep layer of protective foam chips beneath which the drugs were carefully layered”, the force said. “All the drugs were wrapped in thick plastic bags taped closed with the cannabis vacuum packed to prevent its distinctive pungent aroma from drawing unwanted attention.” Police moved the drugs via forklift truck to a flatbed lorry to remove them.

Detective Sergeant Carl Russell of West Midlands Police’s Force CID said the seizure was the largest he had ever made in the 24 years he has been in West Midlands Police and one of the biggest seizures the force has made since its formation in 1974. “The impact this seizure will have on drug dealing in the region and the UK as a whole cannot be underestimated”, he said. “The drugs had almost certainly been packed to order ready for shipping within Britain but possibly even further afield. Our operation will have a national effect and we are working closely with a range of law enforcement agencies to identify those involved in this crime at whatever level.”

Expert testing on the drugs is ongoing. Estimates described as “conservative” suggest the value of the drugs amounts to £10 million (about US$16.4 million or €12 million), although they could be worth as much as £30 million, subject to purity tests, police said.

Police arrested three men at the unit on suspicion of supplying a controlled drug. The men, a 50-year-old from Brownhills, a 51-year-old from the Norton area of Stoke-on-Trent in Staffordshire, and one aged 53 from Brownhills, have been released on bail as police investigations to “hunt those responsible” continue. West Midlands Police told Wikinews no person has yet been charged in connection with the seizure. Supplying a controlled drug is an imprisonable offence in England, although length of jail sentences vary according to the class and quantity of drugs and the significance of offenders’ roles in committing the crime.
