Friday, March 31, 2006Heavy rains have hit the main Hawaiian Islands for nearly six weeks, contributing to flooding in many places in the islands: a deadly dam break in northern Kauai, a sewage spill in Honolulu’s Waikiki district, and record rainfall totals in many areas of the state.

A series of upper-level storm systems have formed northwest of the island of Kauai, drawing tropical moisture from the south over Hawaii and forming areas of heavy rain and thunderstorms.

The island of Kauai, on which an earthen dam broke on March 7 killing seven people, has been hardest hit. Mount Waialeale, in the center of the island, has received 90 inches of rain during the month of March and 126.69 inches since the weather pattern began on February 19. 34.31 inches of rain had fallen at Lihue airport, the most rain in a single month since records started in 1950.

Tourism officials are concerned about the long-term effect that the heavy rains may have on tourism, and they expect to launch a marketing campaign once the weather improves.

The entire state remains under a flash flood watch until at least Saturday. Weather forecasters expect a return to normal weather patterns early next week.

Ali Akbar Salehi, chief of Iran’s Atomic Energy Agency, announced Friday that Iran is scheduled to launch its first nuclear power plant in Bushehr. Russia said that it will start loading fuel into the reactor on August 21, 2010.

Russia has assisted Iran in the construction of this reactor since the mid-1990s. The proposal to build this reactor was put forth 35 years ago by Mohammad Rez? Sh?h Pahlavi, the former emperor of Iran.

Dmitry Anatolyevich Medvedev, the current president of Russia, said that Iran and Russia are in active trade partnership. Medvedev called on Iran last month to explain its nuclear program.

The official launch is scheduled for August 21, 2010. Russia has promised to run the plant by supplying fuel and taking away fuel waste.

Major city roads across North America are suffering from an early surge in potholes due to the dramatic freezes and thaws this month, some several feet across and inches deep. The potholes are caused by water seeping into cracks during warm weather, and pushing concrete apart when it freezes. Traffic erodes chunks of concrete from the cracks to form holes that continuously grow larger.

While car repair shops are experiencing a boom in business, city budgets are being hit with the costs of patching potholes. Thierry Larivée, an infrastructure spokesman in Montréal, Canada, says about 20 pothole patrols are working throughout the city. They are expected to continue work until at least Friday.

Craig Bryson, spokesman for the Road Commission for Oakland County in Michigan, United States, reports problems on unpaved roads as well. “The warmer weather is also playing havoc with gravel roads; the top layer of dirt thaws, but remains frozen about 10 inches below the surface. Surface water has no place to go. This creates a rutted, soupy road, especially in low-lying areas.”

Environment Canada meteorologist René Héroux attributes the unseasonable thaw to warm winds from the southwest. Environment Canada predicts a new cold front on Thursday.

Six workers in the post office in Hueytown, Alabama developed breathing problems and 23 were sent to the hospital after a chemical used in the manufacture of fishing lures leaked from a package.

The post office, located five miles west of downtown Birmingham, Alabama, was evacuated, and Hueytown firefighters in hazardous materials attire inspected the chemical. The chemical was found to have leaked from an inadequately designed package, evaporated quickly leaving a garlicky scent, and discolored the flooring tile in the post office. Workers complained of symptoms ranging from breathing difficulties to vomiting to burning in the throat.

The chemical was later identified as “J.J.’s Magic,” a yellow dye for soft plastic fishing lures which contains garlic oil as a fish attractant. The manufacturer confirmed that a two-ounce bottle of the product was sent to a customer in suburban Birmingham and speculated that the container may have cracked in transit.

Las Vegas, Nevada – The San Jose Police Department has announced that Anna Ayala, the woman who claims to have found a human finger in a bowl of chili at a Wendy’s restaurant in San Jose, California, was arrested at or near her home in Las Vegas on Thursday evening, in connection with the case.

According to court documents, she has been charged with one count of attempted grand larceny related to the chili case, and one count of grand larceny in an unrelated real estate deal, and is being held without bail in Clark County, Nevada, pending extradition. A press conference by the San Jose Police and Wendy’s was to be held on Friday, April 22, at 13:00 PDT.

Wendy’s had offered a reward of as much as $100,000 for information leading to an arrest in the case. Ayala claimed to have discovered the finger while eating at a Wendy’s on March, 22. Ayala later dropped plans to sue the restaurant after previous lawsuits, including one against another fast food restaurant, were made public.

The charges place the value of the attempted theft against Wendy’s at $2.5 million. The unrelated charge stems from an incident, also in San Jose, when Ayala allegidly received an $11,000 down payment on a mobile home she did not own. Ayala will face an extradition hearing on Tuesday, April 26.

In the Los Angeles, US arson spree, where more than 50 attacks occurred in four days, local police arrested a German national Monday. The suspect, reportedly 24-year-old Harry Burkhart, was stopped in the vicinity of West Hollywood due to the appearance of his van, matching a description law enforcement authorities issued earlier.

The city saw numerous arson attacks start on December 30, with 17 vehicles and structures set alight. Many of the incidents took place in driveways and carports. In one case, a former home of The Doors late lead singer Jim Morrison was damaged. Despite increased attention by the police force and residents, eleven of the fires occurred in under two hours up until 2:50am (local time) on Monday.

Law enforcement revealed that, only hours before these fires, the State Department alerted the Los Angeles police (LAPD) about Harry Burkhart, believed to be connected to arson attacks in Germany. Acting on that information, police were searching for a blue Dodge minivan. Just before 3am that morning, reserve sheriff deputy Shervin Lalezary — a real-estate lawyer who volunteers with the LAPD for $1 a year — spotted Burkhart’s vehicle and pulled him over. He later recounted, his approach to the van was covered by other officers. A search of the car produced material that could be used for arson, according to various media reports fire sticks and charcoal briquettes.

Police said the suspect was Harry Burkhart, a German national from Frankfurt, with Chechnyan travel papers. Canadian media reports a minivan, ostensibly his, has licence plates from British Columbia and there is a traffic offence record for a Harry Burkhart in Vancouver. He had been in the US for several years, and lived in an apartment on Sunset Boulevard. In a court hearing concerning his mother’s immigration problems, according to police, Burkhart had ranted against the United States.

Los Angeles Police Chief Charlie Beck voiced optimism about the case: “I feel very good that we’ve got the right guy. He had the right stuff in his van and I am confident in the arrest.” Officials held a press meeting Monday evening about the developments.

The bill on whether the Australian Federal Health Minster Tony Abbott should not exercise ministerial control of the abortifacient RU486 has passed the Australian Senate February 9, 2006. If the bill passes the Australian House of Representatives, the Therapeutic Goods Administration (TGA) will exercise control and evaluation of the suitability of the drug for use in Australia.

Senators were allowed a free vote on the issue. The result of the vote on the third reading, the final stage of the bill, was 45 for to 28 in favour of TGA exercising control. 23 of the 26 female senators voted in favour of the bill, while numbers were more evenly split between the male senators; 21 of them voted for the bill and 25 were against.

The bill will be debated in the House of Representatives on February 14, 2006.
